Installing workshop tools

In steam library, right click Counter-Strike 2 > Properties... > DLC > check the install box on Counter-Strike 2 Workshop Tools

Then head over to General > Launch Options

There is a dropdown menu that might say Play Counter-Strike 2 change that to Ask when starting game

Then next time you start CS2 you will get something like this
